THEORETICAL AND METHODOLOGICAL DIRECTIONS OF ASSESSING THE EFFECTIVENESS OF REGIONAL GOVERNANCE

Abstract
The problem of regional development is an urgent problem, and one of the ways to solve it is a radical change in the management system. The main point of improving regional management is the transition from managing the activities of the region to managing the development of the region. The significance of the latter is that it directs the system in a direction that, on the one hand, helps to maintain the socio-economic system, and on the other hand, helps ensure the progress of regional activities. Assessing the effectiveness of regional management and developing directions for its improvement is currently one of the pressing issues not only from a scientific point of view, but also from a practical one. In this regard, the purpose of the study, the results of which are presented in this article, is the development and correct selection of methods for assessing the effectiveness of regional management. As a result of the study, the concepts of management, regional management, the effectiveness of regional management and methods for assessing the effectiveness of regional management were studied. It has been determined that regional management is an area of government activity responsible for organizing and regulating the life of the population of the country's regions by government authorities at the regional level. The main goal of regional management is to increase the satisfaction of the population of a certain territory with socio-economic needs through the integrated development of the region. Efficiency is a criterion for a comprehensive assessment of management in any area of public life. Efficiency depends on the result of labor and economics. The effectiveness of regional governance depends on many factors. First, the true purpose and quality of planning. Secondly, compliance of the chosen strategies with the goals, selection of the most economical options. Thirdly, the quality and quantity of resources needed to achieve the goal. Management effectiveness is usually measured through results, which are expressed in the form of indirect indicators, such as the quality of services provided. The effectiveness of public administration in the region can be assessed by analyzing the activities of executive authorities. At the same time, a number of methods for conducting such assessments have been developed in science and practice, which are accepted both at the regional and state levels. Depending on the methods studied, it has been determined that integral indicators are also used to assess regional management. It is well known that the level and quality of life of the population depends on the effective management of the region.
