THE CURRENT STATE OF THE WATER SUPPLY SECTOR OF THE POPULA-TION IN THE CONTEXT OF THE SOCIO-ECONOMIC DEVELOPMENT OF TAJIKI-STAN

Annotation

 

  The article considers the ways and methods of solving the socio-economic issues of the economy by improving the quality of water supply services to the population. It is substantiated that the improvement of the quality of life depends on the level of services provided by the social sphere, which includes the system of water supply and sanitation. The indicators reflecting the solution of the problems of access to safe water and the quality of services rendered have been substantiated: the proportion of the population with access to safe water; the proportion of the population with access to centralized water supply and sanitation systems; indicators of accidents in water supply and sewerage systems and the time of their elimination; stability and continuity of water supply; the quality of the supplied water – turbidity, pressure, odor. The main directions of improving state regulation of the use of existing water resources and the peculiarities of their influence on the socio-economic development of Tajikistan are also proposed. The problems in the area of tariff regulation of water services were identified, which include the following issues: lack of a consolidated methodology for tariff policy, as well as for calculating costs and tariffs; the rules and principles for calculations are not clearly indicated and require their decision, which was the result of the ambiguity and unpredictability of tariffs; the issues of transparency and sub-reporting of the processes of development and approval of tariffs have not been resolved.
