Annotation
The scientific and methodological issues of strategic management of a higher educational institution of a technical profile in the context of the economic, managerial, motivational components of the activities of the teaching staff, the issues of the influence of the quality of education on solving the strategic tasks facing the university are considered. A critical review of the scientific and practical literature on this topic was carried out, which showed that most of the scientific research in the field of teaching was carried out within the framework of the science of pedagogy. A systematic approach to the analysis and evaluation of the professional activity of a teacher of higher education is proposed based on the development of a unified rating that takes into account the key aspects of his activity and their degree of influence on the achievement of the strategic goals of the university: educational and pedagogical, scientific activities, political and educational work of the teacher, a block that reflects the results training and a block of attracted funding. A classification of the most famous and successful world educational systems according to strategic goals and areas of assessment has been carried out. The methodology for the formation of a personal rating of a teacher of a technical higher educational institution in the context of a strategic development plan was substantiated and tested, highlighting key elements, including: the number of published books and manuals that meet international and national standards in the field of education; the level of citation of teachers’ publications according to the Hirsch index; the average score of the curatorial activity of the teacher on the basis of a systematic anonymous survey of students; the degree of mastering the subject in the group in the context of the acquired residual knowledge. The results of the study can be used in the process of developing a national and regional policy in the field of training qualified personnel and a strategy for the development of higher educational institutions in the region.
