Abstract

The article analyzes the issue of the day of human capital development and its impact on improving the competitiveness of the national economy. The author prove the fundamental role of human capital in the formation of sustainable competitive advantage, and also determine the prospects for improving competitiveness through the effective use of this resource. The article proposes the directions of relevant reforms and identifies the factors of formation of quality human capital in the system of factors that contribute to improving the competitiveness of the national economy. Special attention is paid to the role of reforms of the science and education system as a basic priority for the development of human capital and increasing the competitiveness of the industrial sector. In the context of the achieved results, the need for fundamental and strategic changes in the training of personnel of working professions, with a focus on meeting the requirements of the modern labor market in qualified middle-level specialists is emphasized. The important step in this direction is the introduction of dual system of education and the formation of modern values in the system of training of professional staff. In addition, the author points out the need for radical reforms in the field of academic science, including the transition to project financing and improvement of the mechanism of scientific activity management. In conclusion, the transition to the system of national research universities is proposed as an effective way to integrate science and education, contributing to the creation of an innovative environment and training of highly qualified personnel.
