The effectiveness of regional governance depends on many factors. First, the true purpose and quality of planning. Secondly, compliance of the chosen strategies with the goals, selection of the most economical options. Thirdly, the quality and quantity of resources needed to achieve the goal. Management effectiveness is usually measured through results, which are expressed in the form of indirect indicators, such as the quality of services provided.
