HUMAN CAPITAL AS THE MAIN FACTOR OF INNOVATIVE DEVELOPMENT OF THE REGION

Abstract
In the context of the transition to the sixth technological structure, the importance of human capital as a key resource for innovative and sustainable development is increasing. The article analyses the impact of human capital on the pace and quality of innovative transformations in the region using the example of the Sughd region of the Republic of Tajikistan. It is proved that the modern economy imposes new demands on the level of professional competence and adaptability of the workforce, especially in the context of accelerated obsolescence of knowledge and technology. It has been demonstrated that investments in science, education, healthcare, and improving the quality of life of the population directly contribute to the growth of human potential and, as a result, innovative activity. The analysis of statistical data on scientific achievements and the amount of funding for scientific and technical work in the republic and the region has been conducted. The Key trends have been identified: an increase in the volume of scientific research, an increase in patent and dissertation activity, and an expansion of information resources. An analysis of the volume of government funding for scientific and technical work indicates systematic and dynamic support for the scientific sphere in the Republic of Tajikistan and Sughd region. It is concluded that it is necessary to develop a comprehensive state policy aimed at developing human capital through the support of scientific research, educational programs and the creation of conditions for the formation of a sustainable innovative economy.
