Abstract

The article examines methodological approaches to assessing the innovative potential of packaging enterprises, taking into account industry-specific and regional characteristics. The study is based on an analysis of existing approaches to evaluating innovative potential and justifies a combined methodology that includes integral, resource-based, and technological approaches. A system of indicators has been developed, considering technological, financial, human resource, and production-performance characteristics of the enterprise, as well as specific features of operating in the Republic of Tajikistan, including limited investment resources, high import dependence, and a shortage of qualified personnel. The proposed system of indicators enables a comprehensive assessment of innovative potential using normalization procedures and calculation of an integral indicator, particularly in conditions of limited access to new imported equipment and the high cost of upgrading existing equipment. The study substantiates the need to adapt the assessment methodology to the industry-specific characteristics of the packaging manufacturing, which is highly capital-intensive, sensitive to product quality, and subject to increasing environmental requirements. The results allow the identification of key constraints and determination of priority directions for the development of the enterprise’s innovative activities. Overall, it is established that applying a comprehensive approach to assessing innovative potential contributes to improving the efficiency of managing enterprise innovation development.
