Annotation<\/em><\/strong><\/h4>\n

 <\/p>\n

\u00a0The article substantiates the expediency of applying the institutional approach to the development of the problems of the formation of a regional innovation system. At the same time, the thesis is advocated that the development of institutional conditions for innovative development will make it possible to implement for possible ways to enhance innovation and increase the efficiency of the region, as well as expand the understanding of innovative processes and identify patterns of their flow. Concluded that the regional authorities have certain levers of influence on the business climate and, therefore, on the formation of institutional conditions through which it is recommended to establish the \u201crules of the game\u201d in the territory.<\/em><\/p>\n
