The experience of Sweden, Finland, Denmark, Switzerland, Austria, Belgium, the Netherlands, Luxembourg, Slovenia, the Czech Republic, Hungary and Tajikistan on the costs of research and development by sectors of implementation to GDP and organization of development, the functioning of innovation systems, technology transfer, which is advisable to use in Tajikistan.<\/em> <em>\u00a0The author pays attention to the innovative development of Northern Europe (Sweden, Finland, Denmark) and Western Europe (Switzerland, Austria, Belgium, the Netherlands, Luxembourg), whose national innovative strategies are central to the economic policy of the state. Attention will be focused on the experience of small economies of the countries of Central Europe (Slovenia, Czech Republic, Hungary) as former socialist countries that have recently embarked on the path of market transformations and have already achieved some success in innovative development.<\/em> <em>Based on the study of foreign experience, the article argues that with the interaction of various spheres and sectors of the economy, the introduction of new technologies and innovations, innovative activity develops in different segments of the service sector.<\/em> <em>Summing up the study, the author comes to the conclusion that in order to develop the national innovation system, the Republic of Tajikistan needs to strive for the Scandinavian model, in which the research priorities of countries coincide with the demand of the business sector, world-class clusters have been created in the field of biotechnology, information and communication technologies, energy, and specialization in low-tech industries also remains.<\/em><\/p>\n<p>&nbsp;<\/p>\n<h4><strong><em>Key words<\/em><\/strong><\/h4>\n<p>&nbsp;<\/p>\n<p><em>\u00a0innovation, innovative development, competitiveness research, economics, science, education, strategies, sectors, science intensity<\/em><\/p>\n<p>&nbsp;<\/p>\n<h4><strong><em>References<\/em><\/strong><\/h4>\n<p>&nbsp;<\/p>\n<ol>\n<li><em>Botenovskaya E.S., Directions and mechanisms for the implementation of innovation policy \/ E.
