THE DEVELOPMENT OF INNOVATIVE ENTREPRENEURSHIP AND FORMATION OF A GREEN ECONOMY IN SUGHD REGION: CHALLENGES AND REGIONAL PROSPECTS

Abstract
This article analyzes current issues related to the development of innovative entrepreneurship and the formation of a “green” economy in the Sughd Region. It presents the results of an assessment of the current state of these processes, identifies key challenges, and proposes measures to overcome them. The study found that the proportion of innovation-active enterprises in the region is showing a positive trend. The share of entities implementing “green” technologies has reached 18%, confirming the growing attention businesses are paying to environmental issues. However, the development of these processes is hampered by a lack of investment, underdeveloped infrastructure, a limited pool of personnel with digital and environmental skills, and weak collaboration between science and industry. The article pays particular attention to the role of digitalization and the integration of “green” and digital competencies in the workforce training process. In conclusion, based on the author’s model, practical measures are proposed to improve regional policy, including financial support for environmental projects, the development of technology parks, and the strengthening of ties between educational institutions and the industrial sector.
