INSTITUTIONAL ASPECTS OF THE DEVELOPMENT OF THE REGION’S INDUSTRIAL SECTOR

Abstract
The article examines the theoretical and methodological aspects of the development of the industrial sector of the region through the framework of an institutional, taking into account the territorial specifics. The research is based on the provisions of neoinstitutional theory and modern concepts of industrial development, which allows a comprehensive assessment of the impact of the institutional environment on the sustainability and efficiency of the regional economy. Particular attention is paid to the analysis of the role of formal and informal institutions at the macro, meso and micro levels that determine the operating conditions of industrial enterprises, their competitiveness and innovation activity. Using logical-structural, comparative, and statistical analysis methods, this study identifies key institutional barriers hindering the development of the industrial sector, as well as mechanisms for overcoming them. The paper analyzes the activities of the SEZ "Sugd" as a meso-level development institution. Based on statistical data for 2014-2024, it has been established that the existence of a well-developed system of tax and administrative benefits contributes to the growth of industrial production and investment attraction. It is proved that the development of the industrial sector in Tajikistan largely depends on the elimination of "institutional traps" and ensuring the consistency of formal rules and informal norms.
