Annotation
The purpose of the study is a critical review of institutional reforms in the field of higher education in Russia and the development of proposals for improving the organization of the educational process in institutions of higher education. The problem of unresolved issues of methodological, methodological and organizational support of the processes of introducing new technologies into education is raised, due, on the one hand, to the change of the educational paradigm, and, on the other, to the peculiarities of the functioning of universities in the conditions of the COVID-19 pandemic. The contradictory role of information technologies is revealed, which, on the one hand, make it possible to raise education to a qualitatively new level, and on the other hand, lead to the loss of live communication between the teacher and the students, the lack of systematic work on their education, carry the risks of losing the advantages of traditional education. It is shown that many of the institutional changes made in the field of higher education in recent years were not dictated by real necessity and did not always lead to an increase in the effectiveness of the institutions themselves. The necessity of preserving the basic structures forming the institutional core of the university and supporting the fundamental educational processes and giving them the character of sustainability is substantiated. The results of the study can be useful in the educational process and the development of regulatory documents in the higher education system in the country.
