It is substantiated that there is a strong relationship between innovative activity and the human capital of an enterprise. On the basis of econometric analysis, a multifactorial model of the dependence of the innovative activity of an enterprise on its constituent components is constructed. On the basis of this model, the factors are ranked according to the degree of their significance for the development of the innovative activity of the enterprise. It was revealed that of all the factors considered, the level of innovative activity of an enterprise is most influenced by the personnel block, based on human capital. It is substantiated that human capital is the main component of production and the main source of innovative development of the enterprise and the country’s economy as a whole. Innovations are concentrated where the appropriate environment is created – scientists, specialists, engineers, universities, scientific and innovative enterprises. The system of these elements is the basis of the national innovation system.
