HUMAN CAPITAL DEVELOPMENT AS A FACTOR OF INNOVATIVE GROWTH OF THE SUGHD REGION OF THE REPUBLIC OF TAJIKISTAN

Abstract
Human capital is one of the key drivers of innovative growth and sustainable regional development in the knowledge economy. This study examines the role of human capital in fostering innovation in the Sughd Region of the Republic of Tajikistan. The research is based on theoretical approaches to human capital development and an analysis of regional socioeconomic and innovation indicators for 2024–2025. The study employs comparative analysis, statistical methods, and SWOT analysis to assess the strengths, weaknesses, opportunities, and threats associated with human capital development. The findings indicate positive trends in education, employment, wages, public expenditure on science, industrial output, innovation activity, and investment. At the same time, challenges remain, including the outflow of qualified specialists, insufficient integration between universities and industry, and limited research capacity. The paper argues that strengthening investment in education, scientific research, digital competencies, and university–industry cooperation is essential for improving regional innovation performance. The proposed policy measures are aimed at enhancing the quality of human capital, increasing the competitiveness of the regional economy, and ensuring long-term innovative and sustainable development in the Sughd Region.
