ECONOMIC EFFECTIVENESS OF RECONSTRUCTION OF 110 KV OHL UNDER CONDITIONS OF SHARP CONTINENTAL CLIMATE OF TAJIKISTAN

Abstract
The article discusses methodological and practical issues of assessing the
economic efficiency of reconstructing overhead power lines with a voltage of 110 kV in
conditions of a sharply continental climate based on a study of options for reconstructing
overhead power lines. The latter play an important role in the functioning of the electrical
power system, as they account for almost half of all failures and shutdowns. Power lines have
the lowest reliability, since they have a territorial extent and are always under the influence of
natural factors. This problem is especially relevant in mountainous areas, since the reliability of
the operation of overhead power lines depends on the correct choice and economic justification.
Therefore, a comprehensive, multi-stage assessment of their effectiveness is necessary. The
study determined the effectiveness of the reconstruction project through the following
performance indicators: net present value, profitability index, discounted payback period,
return on investment, systemic effect from the implementation of the reconstruction project. The
costs of implementing a project for the reconstruction of 110 kV overhead power lines and the
value of discounted costs for each reconstructed option of overhead power lines were
calculated. The probabilistic system damage from the influence of natural and operational
factors was determined for each option for the reconstruction of overhead power lines with a
voltage of 110 kV. The profitability of investment projects for the reconstruction of overhead
power lines is calculated. A comparison was made of the effectiveness of investment projects for
the reconstruction of composite wires with traditional ones. The assessment showed that the net
present value NPV in the considered options is positive, the profitability index is greater than
one, and all options are cost-effective. Based on the given annual costs, the second option for
reconstructing the 110 kV overhead transmission line for the TACSR-240 wire is accepted. It
should be noted that TACSR-240 wires have a similar design to AC wires, therefore
replacement of the chain fittings of overhead power lines is not required. Considering the
global nature of the implementation of investment projects in the electric power industry, it is
noted that it is advisable to carry out a comprehensive and detailed review of the results and
consequences of the implementation of such projects.
