ESSENCE AND CONTENT OF THE PROCESS OF FORMATION OF A REGIONAL INNOVATION SUBSYSTEM

Abstract

The formation of a regional innovation subsystem is one of the key tasks facing modern regions. In the context of globalization and constant changes in the economic sphere, the creation of sustainable and competitive innovation structures becomes a necessity. In this article, the authors examine the essence and content of the formation of a regional innovation subsystem, as well as the main stages and elements of this process. The authors analyze key aspects related to the formation and development of the innovation subsystem at the regional level. A review of modern theoretical approaches to defining the concept of “regional innovation subsystem” is presented and the main elements that influence its formation are identified. The authors also consider the role of public administration and regulatory mechanisms in the process of formation of the innovation subsystem. The experience of various foreign regions is analyzed and recommendations are offered for the development of effective strategies for the formation and development of an innovation subsystem at the regional level. One of the directions of economic development provided for in the National Development Strategy of the Republic of Tajikistan (NDS-2030) is being considered, which provides for the implementation of investment projects with the introduction of advanced technologies and increasing the country’s export potential. The possibility of implementing an integrated approach to innovative technologies is offered through the creation of regional innovation subsystems (RIS). It has been established that the term formation of an innovation subsystem is the totality of all innovation processes occurring within the regions under consideration and beyond their borders. The content of the constituent elements of RIP is revealed, which are considered as a complex of interrelated elements, conditions and factors that initiate and carry out the production, dissemination and use of new knowledge, ensuring the development of the regional economy. It is substantiated that the successful formation of an innovation subsystem requires coordinated interaction between government agencies, the business sector, scientific and educational institutions, as well as support for an innovative culture and entrepreneurship in the region.
