ANALYSIS OF THE FACTORS OF FORMATION AND DEVELOPMENT OF THE HUMAN POTENTIAL OF THE ECONOMY OF THE SUGHD REGION OF TAJIKISTAN

Annotation

 

  Human potential is the most important factor in the sustainable development of regions and the socio-economic development of society as a whole. In this regard, in order to develop a strategy for the development of regions, it is necessary to analyze the factors of pharmaceuticals and human development. The purpose of this article is to analyze the conditions and factors for the formation and development of human potential on the example of the Sughd region. The article reveals the importance of analyzing the factors influencing the formation and use of human potential at the regional level. A classification of factors affecting human potential was carried out depending on the stages of impact, i.e. at the stage of formation and at the stage of use. The dynamics of the main indicators that contribute to the formation and use of the human potential of the Sughd region for 2015-2020 has been studied, negative factors of influence on the level of its development have been identified. The results of the study showed that for the analyzed period, one of the factors negatively affecting the formation and development of human potential in the region is the growth of migration. However, due to the increase in the birth rate of the population, an improvement in demographic indicators is observed, which led to an excess of labor resources. At the same time, a serious problem is the lack of highly qualified personnel. This is due to the fact that the education system reacts too slowly to changes in the labor market. It was also revealed that the financing of the health care system over the period under review is growing at a slow pace. As a result of the lack of funding for the health care system, the provision of the population with qualified and secondary medical personnel has decreased. Ultimately, all these problems have become the reason for the narrowing of the reproduction of the human potential of the region.
